Calves frequently perform this head turning and licking the wound, caused by the break down of tissue at the neck of the scrotum, while standing, in contrast to lambs who always perform this behaviour while lying down. Also note how the calf turns his head from side to side and alternatively lifts each hind leg and wags his tail.  Calves can spend 20 to 30 minutes at a time performing this combination of activities.
